BACKGROUND: I tried to keep it concise!
PERSONALITY: Lively and easy to get along with, not one to stress over petty details, generous. This is how Shi Qingxuan is first described by others, and this is pretty accurate. He's very expressive, he tosses out thousands of merits like it's nothing, and he's warm and friendly to nearly everyone. This is the base of his character that most people see when they encounter him, though there's more to him than just "generous, easy-going friend."
He can also come off as noble and refined. He dresses nicely and has an air of dignity about him, he is polite and friendly. He was raised the son of wealthy merchants, and he knows what people want and how to win them over. Sometimes that means tossing out thousands of merits so people who want to collect those merits will come over and then feel obligated to listen to him or assist him. Sometimes it means giving the other party a way to save a bit more face when the truth of the situation doesn't leave much. So really, he knows how to make people happy enough and how to make things easier for them, and as the brother of the god of wealth, giving out merits is always easy (who doesn't like money?), but giving kind words and consideration to other people's feelings works just as well, and his cheerful demeanor and ability to not pry doesn't hurt either.
Although he does behave himself while in the Upper Court, he can also be childish. He has very animated reactions, he loves to be complimented and praised, he loves being beautiful, he is friendly with everyone, he loves to drink and joke around even in the worst of times to break the tension (or because he's bored). And conversely, he really, really hates being insulted. He lived a rather charmed life overall, and between his vanity and upbringing, being insulted is something he can't take. It's one of the few times his "violence isn't appropriate" attitude seems to go out the window when his usually his idea of retaliation is yelling at the other or embarrassing them in some way.
Shi Qingxuan is also loyal to his friends and just, and he can come across as an idealist because of this. He's confident and completely set on doing what he believes is right, even if it means upsetting other heavenly officials. If someone does something wrong, the matter should be investigated and the person brought to justice. If someone is innocent, someone should be there to defend them and question the allegations. This is especially true for his friends, who he will readily defend without a second thought. He isn't one to care if he gets reprimanded, and warnings to watch himself go unheeded and completely dismissed. He also doesn't necessarily care if someone he meets has a bad reputation before meeting them. He takes his own first impressions of a person over anything else, and seeing someone do what's right leaves a strong, positive impression on him. Shi Qingxuan is also one to stand by his friends and his brother no matter what. He doesn't like doubting them, and will vehemently defend them against accusations against them. Yet even with his justice-seeking nature, learning that the people he's closest to aren't as trustworthy or just as he believes them to be, he still has difficulty seeing them punished severely. Ideally, he would rather everyone be able to repent for their wrongdoings than to see them executed or otherwise unable to come back. Even when it comes to the people he personally brings to the the Great Martial Hall to answer for their crimes, he still wants to see them get on the right path and will put in a good word for them if he sees them repenting honestly
In a way, he can get away with being this headstrong because his brother Shi Wudu, known as "the Water Tyrant," is a powerful god who is very attached to his younger brother; most people don't even try to mess with the Wind Master because of that. So really, being strong-willed is something he can get away with thanks to his brother's influence, but he also has the self-confidence to stand up for himself regardless; whenever people try to dissuade him by mentioning his brother, the answer is always a resolute "don't bring up my brother." His brother is the only one who seems to be capable of shutting him down and reprimanding him, though whether he listens in the long run is debatable. After all, his brother also tells him not to go around in female form, and he still does it pretty frequently. And if he thinks something is better for his brother, even if Shi Wudu tells him to do something else, he will still do what he thinks is best for his brother. Essentially, you can't tell this guy what to do. The vast majority of the time he'll do what he wants to do regardless. This isn't to say he's careless - he does think before he acts - but that he will still follow his own decisions over another person's direction most of the time.
POWERS/ABILITIES:
Spiritual power: Shi Qingxuan's abilities and spells work based on spiritual power. Although his spiritual power can regenerate on its own, he can also burn it away by using it too much or too intensely. Conversely, he can transfer his spiritual power to another to give them a boost, but the ability to use it would depend on the receiver's own training and knowledge.
He can also use his spiritual power for other practical purposes such as creating flames he can carry in his hands (palm torch), toss the flame somewhere, or project his spiritual power either outward like a weapon or use it to surround himself like a barrier that can sort of protect him (it at least will tell him if something gets too close!).
Arrays: Arrays are kinda like spell circles that one draws in order to cast a spell, and the strength of the array depends on the skill and power of the user, the material used to create the array (fresh blood = good), and any items used to enhance its strength, such as treasures or spiritual devices. Arrays can be broken if they're damaged. A few kinds of arrays that he can make are protection arrays, which create a barrier to keep things in or out, and distance-shortening arrays, which are essentially teleportation. In the case of the distance-shortening array, he wouldn't be able to go all too far or jump off the planet. He's familiar with them, but he's not a master!
Communication Array: This canon's answer to cellphones! These allow telepathic communication so long as at least one party knows the other's password. Group communication arrays can also be set up and follow the same rules. These wouldn't work unless both parties have spiritual power.
Wind Mastery: His fan is a powerful magic device which he is the master of. With it, he can create powerful winds strong enough to blow down trees, create windstorms, or blow away demonic auras, and he can also use it to create wind currents that can lift/move himself or others. If it deals with manipulating wind, that's what his fan does.
Sex-Switching Spell: He can change into a woman and back into a man. It's a complete swap with even his spiritual energy changing. He can't change others; this only works on himself, but he can teach others the spell so long as they have the ability to use spiritual power. He's more powerful and luckier in his female form.
Divinity: Although he's not a warrior by any means, he is stronger than a normal person and more durable than one, too. As a god, he is somewhat immortal; things that would be fatal to a human aren't fatal to him, and he recovers more quickly than a human would. Not that getting inured won't be painful or leave him needing to recover and see a doctor... He can still die, just not as easily.
