Powers/Abilities:
Divinity: Although he's not a warrior by any means, he is stronger than a normal person and more durable than one, too. While he's not immortal - he can still die - things that would be immediately fatal to an ordinary person aren't so for him, provided he receives treatment and time to recover. I can bring his body's durability down to normal human levels, though, just let me know if this edges too close to true immortality!
Like all gods, he also has a divine aura, which gives him a shiny glow, and it can provide the protective shield around his body to buffer damage.
Also related to divinity, he can hear prayers directed at him, too.
Spiritual Power: Shi Qingxuan's abilities and spells work based on spiritual power. Although his spiritual power can regenerate on its own, he can also burn it away by using it too much or too intensely. Conversely, he can transfer his spiritual power to another to give them a boost, but the ability to use it would depend on the receiver's own training and knowledge.
He can also hide his spiritual power completely, so his life force can't be read at all - like a block of wood.
- Spells that use spiritual power alone:
He can also use his spiritual power for different practical purposes such as creating flames he can carry in his hands (palm torch), toss the flame somewhere, or project his spiritual power either outward like a weapon or use it to surround himself like a barrier that can sort of protect him (it at least will tell him if something gets too close!), moving objects around remotely, shoving himself into jars... etc., etc.
- Spells that require things other than just spiritual power:
Arrays are kinda like spell circles that one draws in order to cast a spell, and the strength of the array depends on the skill and power of the user, the material used to create the array (fresh blood = good), and any items used to enhance its strength, such as treasures or spiritual devices. Arrays can be broken if they're damaged. A few kinds of arrays that he can make are protection arrays, which create a barrier to keep things in or out, and distance-shortening arrays, which are essentially teleportation as long as connection points are established (he can not establish these connection points, so it's like he can drive a car but can't make a car).
There are also talismans that work in a similar fashion to arrays (in terms of how to make them), and they kind of act as slips of paper that have spells drawn on them and activate under certain conditions (even if the condition is "when he says so"). These are usually stuck to places, objects, or even people, and have offensive purposes (exploding!) or warding purposes (either keeping something in/out or burning as a sign that something malevolent is near).
Communication Array: Telepathic communication so long as at least one party knows the other's password. Group communication arrays can also be set up and follow the same rules. This also runs on spiritual power, so its actual use depends on the skill of the people involved. I usually treat this as "if other characters already know how to do this, they can chat."
Wind Mastery: The Wind Master can...manipulate wind! While he generally uses his fan for this, he can reasonably also manipulate wind currents even without it, but likely not to the "summoning winds to make a tornado" degree he can with his fan.
Sex-Switching Spell: He can change into a woman and back into a man. It's a complete swap with even his spiritual energy changing. He can't change others; this only works on himself, but he can teach others the spell so long as they have the ability to use spiritual power. He's more powerful in his female form.
Regarding the items in his inventory:
Other than the fan, they don't do much, but they have some supernatural aspects, so!
- Longevity lock: An ordinary golden lock on a necklace. It's crafted with a portion of his brother's spiritual essence and is part of a matching set (the other owned by his brother, made with Shi Qingxuan's essence). If the holder of one of the locks is physically injured in some way, the other will vibrate and cry. It has no function on its own.
- Horsetail whisk: This is a very fancy and high quality tool, and mostly it can be used to swing at something and wrap around it to, say, hold it in place or grab it.
Technically both of these items are spiritual tools like his fan and can be used as a temporary part of an array, too, in order to strengthen it.

- Directly assisting Shi Wudu on missions
- Training and building spiritual power under Shi Wudu's orders, in order to ascend as an Upper Heaven Official

- If appearing in an official capacity: Must maintain the visual appearance appointed by believers. Divine form can only he shown to certain mortals (his priests) and he can only appear in their dreams.

- Reporting to the Heavenly Emperor, including giving reports and accepting missions
- Attending to prayers received by believers
- Investigating supernatural occurrences, exorcising ghosts/demons, and providing blessings to people or the land
- Supervising the mortal realm, his temples, and his believers (you know, to make sure things aren't breaking at the seams), and intervening if necessary—or, as long as it isn't something mortal-related. Mortals solve their own problems, gods intervene with the supernatural or uncontrollable
Skills required:
- Ability to use a large amount of spiritual power
- Ability to control wind
- Ability to use a female appearance—necessitated by his believers deciding the Wind Master is female
- Ability to cast spells and draw arrays to a passable degree
